We open this number with an intense and impassioned “memory” that Judge Giusto Sciacchitano wishes to dedicate to Giovanni Falcone and Paolo Borsellino, with whom he shared delicate and significant moments in the fight against organized crime.
Territorial waters and the deriving questions of maritime security represent not only an Italian problem, but also a global one, and Forum, in a brief excursus, attempts to analyze its multi-faceted implications. The Articles explore themes such as: the limits of effectiveness and legitimacy in the circulation of information in the European ambit; the environmental crisis and the possible risks of destabilization; the demographic changes and the consequent social and political choices; the economic-financial Intelligence against the virus of the ‘derivatives’; the alarm over the dangerous alliance taking place between the Mexican narco-traffickers and terrorists, and lastly, the Cuban reality, on the brink of the risk of collapse or possible reform.
While in the Columns section, we present: a publication realized by the Central State Archives on ‘Mare Nostrum’; the history of the ‘Frumentarii’, military employees in Ancient Rome, also in the gathering of information; the curious anecdote on a somewhat outdated ‘spy story’; the ‘study’ produced by the INSS Academic Center on the Israeli national security, and the review of the book written by the President Emeritus of the Republic, Francesco Cossiga, on the ‘mysteries of Italy’.
Finally, in Appendix, an accurate paper on ‘deception’, as a possible means in the analysis of strategy and information.

Francesco La Motta
